Vine AT Dictionary
shalem (שָׁלֵם, H8003), “complete; perfect”. This word is found in Gén 15:16 with the meaning of “not completely complete”: “In the fourth generation they will return here, because until now the wickedness of the Amorites has not reached the end” (RVA). In Deu 25:15 the word means “perfect.”
shalem (שָׁלֵם, H8003), “perfect”. God demands total obedience from his people: “Let your hearts therefore be perfect with the Lord our God, walking in his statutes and keeping his commandments” (1 Kings 8:61). Solomon did not meet this requirement because “his heart was not perfect with the Lord his God” (1Ki 11:4). On the other hand, Hezekiah protests: “I have walked before you in truth and with a perfect heart” (2Ki 20:3).
In their business dealings, the Israelites are required to have “exact and just weighing…exact and just measure” (Deu 25:15 KJV).
